National Consultant for Standardization of Specialized services for children victims/witnesses, Remote work

UNICEF Serbia is hiring a National Consultant to provide principal technical expertise in close collaboration with the Ministry of Labour, Employment, Veteran and Social Affairs (MoLEVSA). The consultant will support an inter-institutional Working Group tasked with developing regulatory standards and drafting a comprehensive Rulebook to govern specialized secondary support services for child victims and witnesses of crime and violence within the national social welfare system. Key responsibilities include conducting extensive desk research, drafting regulatory frameworks, organizing Working Group deliberations, presenting solutions, and refining legal texts based on stakeholder consultations. The role requires integrating international children's rights, child-friendly justice standards, and trauma-informed practices into the draft regulations. This remote consultancy represents a critical opportunity for senior policy and legal experts in child protection to directly shape national child welfare standards and improve institutional mechanisms for vulnerable children in Serbia.
