Program / Role Overview

The Office of the High Commissioner for Human Rights (OHCHR) is recruiting a home-based Individual Contractor to address the severe human rights implications of sea-level rise. As climate change threatens coastal communities and small island developing States, this consultancy aims to pioneer a practical methodology that merges climate adaptation budget tagging with human rights expenditure frameworks. The selected expert will focus on critical economic, social, and cultural rights (ESCR), such as housing, water, sanitation, food, and health, ensuring public climate adaptation spending is equitable and accountable. Throughout the contract running from mid-November 2026 to March 2027, the consultant will conduct comprehensive mapping of national and international climate finance tracking tools, construct an adaptation-ESCR assessment tool, and test this framework against real-world budget data across 2 to 4 target countries. Deliverables include analytical mapping papers, practical budget tagging matrices, and country case studies designed to inform fiscal decision-making for vulnerable populations. This position offers an exceptional opportunity for senior public finance and climate experts to contribute directly to UN policy tools. Candidates must hold an advanced degree in law, environmental studies, or social sciences alongside at least five years of demonstrated experience in climate expenditure tracking or public financial management.
